1. Create Subsystem (crtsbsd)
2. Start Subsystem
3. Create Jobq (crtjobq)
4. Add Jobq Entry (addjobqe) - Adds subsystem with jobq
5. Add Routing Entry (addrtge) to the specified SBSD
6. Create class and specify the class name in SBSD
